Getting Your Driving License in Rawalpindi: 2026 Fees and Procedure
Navigating the process of getting a driving license in Rawalpindi used to mean spending hours in long queues at the Traffic Police Khidmat Markaz. However, with the full rollout of the Driving License Issuance Management System (DLIMS) Phase-II, the Punjab Traffic Police has brought the entire process online for 2026.
Whether you need a fresh learner’s permit, want to upgrade to a permanent license, or are looking for the latest updated fee structure, this comprehensive guide has you covered.
Step 1: Getting Your Learner’s Driving Permit Online
Before you can take a driving test, you must hold a valid Learner’s Permit for at least 42 days. The good news? You no longer need to visit a police station to get one. You can apply from your smartphone or laptop.
Eligibility: You must be at least 18 years old for a Motor Car or Motorcycle permit.
How to Apply via DLIMS 2.0:
- Create an Account: Visit the official DLIMS Punjab portal (dlims.punjab.gov.pk) and sign up.
- Fill the Form: Enter your details exactly as they appear on your CNIC.
- Upload Documents: You will need to upload a fresh picture with a white background and scanned copies of the front and back of your CNIC. (Note: If you are over 50 years old, you must also upload a Medical Fitness Certificate on Form B).
- Pay the Fee: The system will generate a PSID (Public Service Identifier). You can pay the Rs. 500 fee via ATM, JazzCash, EasyPaisa, or any mobile banking app.
- Download and Print: Once the payment is confirmed, your e-Learner Permit will be available to download and print immediately.
Step 2: The Permanent Driving License Procedure
Once 42 days have passed since the issuance of your learner’s permit, you are eligible to take your driving test in Rawalpindi.
What You Need to Bring:
- Your original CNIC.
- Your printed Learner’s Permit.
- Your test vehicle.
- Medical certificate (only if applicable).
The Testing Process:
- Sign Test (Theory): You will first take a computerized sign test to prove your knowledge of traffic laws. You can study for this using the official Punjab Traffic Police signbook.
- Vision/Medical Exam: A quick on-site vision test to ensure road fitness.
- Practical Driving Test: You will be asked to navigate a driving track (usually an L-shape or parallel parking course) without hitting any cones.
Updated 2026 Driving License Fee Structure (Car & Jeep)
If you pass your test, you will need to pay the issuance fee. The Punjab Government recently updated the fee structure. The test fee is a flat Rs. 150, and the license issuance fee now depends on the validity period you choose (from 1 to 5 years).
Here is the updated 2026 fee structure for a Motor Car/Jeep license:
- 1-Year Validity: Rs. 1,980
- 2-Year Validity: Rs. 3,330
- 3-Year Validity: Rs. 4,680
- 4-Year Validity: Rs. 6,030
- 5-Year Validity: Rs. 7,380
Note: An additional Rs. 480 is charged for the printing and TCS courier delivery of your secure license card.
How to Track Your License Delivery
After passing and paying the fees, you will receive an e-Receipt. You don’t need to pick up the physical card; it will be couriered to your registered address. You can track its printing and dispatch status directly on the DLIMS website using your CNIC number. In the meantime, you can instantly generate and download an “e-License” from the portal to keep on your phone, which is perfectly legally valid!
